Big Data in the french public health system

Abstract:   Recent years have seen an explosive growth of data in all its forms, with many possible applications. This poses new challenges for the disciplines that bridge applied mathematics and information technology.

Data Sciences, and consequently  “Big Data”, is currently emerging as a potential solution to crucial issues in the health care sector. These issues are of great interest to major groups wishing to invest in this area and also to governments, who are responsible for public health policies. The stakes are extremely high for improving existing public health systems and the associated budget (France spends 240 million of euros a year for public health, it is its first budget).

The « Data-Science Initiative » of Ecole Polytechnique is a group of about 20 researchers, engineers, postdocs and phd students in applied mathematics or computer science, working in data science and big data with a special focus on public health applications.  In this talk I will describe briefly the different health related projects of the Data Science Initiative group is involved in. They range from clinical data analysis, including developing a diagnostic tool for fetal diseases, with the statistical modeling of scan data (Necker Hospital, Paris), or helping with diagnosis and/or predicting the length of hospital stays (Hôpital Européen Georges Pompidou, Paris) to forecasting the arrival flows of more than 80 emergency services in the Region of Paris.

Our flagship project is the partnership with the Caisse Nationale de l’Assurance Maladie des Travailleurs Salariés (CNMATS – the French national health insurance fund for employees) that promote the deployment of Big Data technology in the health care sector. The aim of the project is to develop new ways of using data from the Système National Inter-Régimes de l’Assurance Maladie (SNIRAM – French national health insurance database.) It is one of the world’s largest databases (around 500 Tb), managed by CNAMTS on behalf of the State, providing anonymous descriptions of the care provided to 65 million beneficiaries. Several research topics of clinical and financial relevance have already been identified: detecting weak signals or abnormalities in pharmacoepidemiology, identifying key elements in  care pathway analysis, taking action against fraud and misuse, etc… 

Bio : Emmanuel Bacry  graduated from Ecole Normale Supérieure (Ulm, Paris, France) in 1990. He received the Ph.D. degree in Applied Mathematics from the university of Paris VII (France) in 1992 and obtained the «Habilitation à diriger des recherches » four years later. He is a research fellow at the Centre Nationale de Recherche Scientifique (CNRS) and an Associate Professor at the Centre de Mathématiques Appliquées  (CMAP) at Ecole Polytechnique, Palaiseau, France. Since 2014, he is the head of the « Big Data and Data Science Initiative » of Ecole Polytechnique.  In the last decades, he has focussed his research interest on various subjects including multifractal theory, statistics of random processes, random process in interaction, large dimension and Big Data. He is currently heading a project between Ecole Polytechnique and the Caisse Nationale d'Assurance Maladie (CNAMTS) consisting on data-mining the french public health database which is one of the biggest health database in the world. He has been regularly acting as a consultant for many startups as well as many large companies such Société Générale, BNP-Paribas, Havas Media, ….
